3 <br />Initiated the Redwood Shores Sea Level Rise Protection Project with public outreach and an <br />alternatives analysis. It will design improvements to the levee system protecting Redwood City to <br />satisfy FEMA accreditation requirements and address projected sea level rise. <br />Initiated the Redwood Creek Watershed and Wetland Capacity Study to evaluate the current <br />capacity of Redwood Creek and incorporate considerations such as sea level rise in tidally <br />influenced reaches. <br />Continued design of the new Price Pump Station, which will incorporate sea level rise <br />considerations consistent with the 2024 Sea Level Rise Vulnerability and Adaptation Planning <br />Study. The facility will be elevated 4.2 feet above the Base Flood Elevation, reflecting a medium- <br />high risk aversion scenario projected for the year 2070. <br />Built Environment Element <br />Infrastructure Chapter <br />Pursuant to Goal BE-41 in the Built Environment Element, which is to “provide safe and reliable potable <br />and recycled water storage and distribution systems that will meet current and future needs,” the City <br />continued the process to develop a Recycled Water Master Plan, which is a comprehensive plan to support <br />rate studies, prioritize improvements to the recycled water system, and identify a cost-effective, phased <br />approach to expansion. A draft of the Recycled Water Master Plan is currently undergoing environmental <br />review and adoption of the Plan is anticipated in 2026. <br />Circulation Chapter <br />In 2025, the City completed several initiatives and projects to improve pedestrian and bicycle safety that <br />implement Policies BE-25.1, BE-25.5, BE-26.4, and BE-25.6 of the Circulation Chapter of the Built <br />Environment Element, including: <br />Implemented Phase 2 of the 15-mph school speed zone in Redwood City with three schools. <br />Completed construction phase of the Redwood Avenue roadway improvement project. <br />Completed the ADA curb ramp project with over 100 curb ramps upgraded to ADA standards. <br />Secured $5.5 million in grant funds for the Jefferson Avenue Traffic Safety Improvement project; <br />finalized the planning phase of the project. <br />Secured $1.1 million in grant funds for the James Avenue/ El Camino Real Intersection Safety <br />Improvement Project; finalized the engineering design for the project. <br />Started implementation of the California Daylighting law with a focus on schools, parks, and <br />sensitive areas such as hospitals. <br />Completed design for the El Camino Real bicycle lane project (southbound from Brewster to <br />Madison/Vera Avenue). <br />Secured $3.6 million in grant funds for the Seaport Boulevard multi-use path that connects the <br />future Redwood City ferry terminal to 84/101 interchange and the central part of the City. <br />Finalized design and construction bidding for the Vera Avenue Bicycle Boulevard Project. <br />Building Community Element <br />Pursuant to Goal BC-4 of the Building Community Element, which is to “provide state-of-the-art <br />community facilities that support established programs, accommodate future needs, and are accessible <br />to all members of the community,” Goal BC-2, which is to “Create complete neighborhoods wherein every <br />7.A. - Page 58 of 63 <br />65
