6 <br />Add Pedestrian scramble at Broadway Pedestrian Mall for safer access to the pedestrian-only <br />area and implementation of the bollard system at two ends of the pedestrian mall. <br />Bicycle Circulation: <br />Complete construction of Vera Avenue bicycle boulevard project. <br />Complete construction of the Broadway road diet and bikeway improvement project on three <br />segments of Broadway. <br />Finalize the El Camino Real protected bikeway project, southbound from Brewster to <br />Madison/Vera Avenue. <br />Update the city’s zoning code for minimum bicycle parking requirements for various types of <br />uses in downtown and non-downtown areas. <br />Create a low-stress bike network as part of the 2026 pavement project in Centennial and <br />Stambaugh neighborhoods. <br />Public Transit: <br />In coordination with Caltrain, continue the environmental review phase for Caltrain’s Grade <br />Separation project, a collaboration between the City and Caltrain. <br />Sustainable Transportation System: <br />Pilot shuttle program through the Measure A/W grant. <br />Update Circulation Chapter of General Plan and Street Typology section of this chapter to <br />support City’s traffic safety and complete streets goals. <br />Housing Element <br />City staff will continue implementation of the various programs in the Housing Element and anticipates <br />bringing additional updates to the Zoning Code and other programs that address program requirements <br />for Planning Commission recommendation and City Council approval in mid-2026. <br />Building Community Element <br />Pursuant to Goal BC-4 of the Building Community Element, in 2026 the City anticipates: <br />Opening the new Veterans Memorial Senior Center (VMSC) in Red Morton Park to the Redwood <br />City community in 2026. <br />Approving building permits for a new recreational center adjacent to the VMSC in Red Morton <br />Park that will be operated by the YMCA of Silicon Valley. <br />Kicking off the renovation of Hoover Park. <br />Continuing design development and environmental review for the Downtown Library Park. <br />Completing construction on the Jardín de Niños Park Expansion Project. <br />Public Safety Element <br />Pursuant to Public Safety Element Goal PS-5, which is to “mitigate against climate change,” City staff will <br />continue to evaluate measures for implementing recommendations from the Sea-Level Rise Vulnerability <br />and Adaptation Planning Study, which may include updates to the General Plan in 2026.
