5 <br />Natural Resources Element <br />Urban Forest Chapter <br />Pursuant to Goal NR-9 of the Natural Resources Element, which is to “maintain, enhance, and increase <br />the number of trees on both public and private property to provide the maximum benefits of improved <br />air quality, compensate for carbon dioxide production, reduce stormwater runoff, and mitigate the urban <br />heat island effect,” the City conducted a Street Tree Inventory of existing street trees and tree wells in <br />2025; the effort is anticipated to be complete in February 2026. The City also began drafting and update <br />to the City’s Tree Ordinance. <br />Natural Habitat & Open Space Chapter <br />Pursuant to Goals NR-5, NR-6, and NR-8, the City nominated lands within its jurisdiction as Priority <br />Conservation Areas (PCAs) to the Association of Bay Area Governments’ (ABAG) Priority Conservation <br />Area Program in 2025. PCAs are intended to be used by local jurisdictions to identify where planning, <br />policy, and implementation activities are needed to make improvements that support local jurisdictions’ <br />goals such as creating better access to recreation opportunities, reducing the urban heat island effect, <br />and supporting climate resilience. The PCA designation makes local jurisdictions eligible for ABAG/MTC <br />funding through the One Bay Area Grant (OBAG) program. ABAG adopted the City’s nominations as PCAs <br />in fall 2025 and shortly after released a call for projects to fund initiatives within designated PCAs. In <br />response to the call for projects, Redwood City staff submitted a letter of interest to ABAG in December <br />2025 with the goal of securing funding to support design and construction for a new bayfront park along <br />Redwood Creek on Maple Street. <br />General Plan Amendments and Implementation Actions Planned or Underway <br />The following Elements of the General Plan and two of the City’s Precise Plans are in the process of being <br />amended or replaced. Details on each of the planned updates are included in this section. <br />Built Environment Element <br />Historic Resources Chapter <br />Pursuant to Goal BE-38 of the Built Environment Element, which is to “protect, preserve, restore, <br />rehabilitate, and/or enhance historic resources,” in 2026 the City will initiate updates to the Historic <br />Preservation Ordinance and to the General Plan policies related to historic resources. <br />Circulation Chapter <br />In 2026, the City will update and continue to implement the Circulation Chapter to improve pedestrian <br />safety, bicycle circulation, and access to public transit, as noted below. These projects will implement the <br />following goals and policies within the Circulation Chapter: BE-25.1, BE-25.4, BE-26.4, BE-26.5, BE-26.16, <br />BE-26.22, BE-29.1, and BE-31.1. <br />Pedestrian Circulation: <br />Construction of James Avenue/El Camino Real Pedestrian Safety project. <br />Implementation of phase 3 (final phase) of 15 mph school speed zone. <br />Finalize the Jefferson Street traffic engineering design documents and preparation for <br />construction in 2027. <br />Finalize the Roosevelt Avenue Traffic Calming project engineering design documents and <br />preparation for construction in 2027. <br />Advance Bay Road Complete Street project design (5th to 15th Avenues). <br />7.A. - Page 60 of 63 <br />67
