Drafting of the Plan, environmental review, and Plan adoption are anticipated to be <br />complete by the end of 2027. <br />Redwood Life Precise Plan <br />In July 2023, the City Council initiated a process to prepare a Precise Plan, to replace the Westport Specific <br />Plan. The Precise Plan update has been offered as part of the proposed Redwood Life project, which is an <br />84-acre life sciences campus located in the Redwood Shores neighborhood. The applicants modified their <br />proposal in May 2025 and now propose to redevelop the campus into a 2.73 million square foot life- <br />sciences office campus (1.76 million sq. ft. net new R&D space) with 12 buildings across five reconfigured <br />parcels. In addition, the project includes a 104-room hotel (approx. 102,620 sq. ft.) and approximately <br />20,000 sq. ft. community amenity center. The project also includes 42.4 acres of open space throughout <br />the project site, including 38.7 acres of privately owned, publicly accessible open space. The site would be <br />redeveloped in seven phases. The project requests creation of a new precise plan to supersede the <br />existing Westport Specific Plan. Presently an EIR is being drafted for the proposal. <br />Conclusion <br />Staff will submit this 2025 General Plan Annual Progress Report to the City Council for review and <br />acceptance on March 9, 2026. The report will subsequently be submitted to the Governor’s Office of Land <br />Use and Climate Innovation and California Department of Housing and Community Development in <br />compliance with statutory requirements. <br /> <br /> <br />7.A. - Page 63 of 63 <br />70
