As a result, the original agreement was set to lapse on December 1, 2025. To <br />avoid disruption of parking operations and public safety services in the garages, the City and ACE Parking <br />continued operating under the terms and pricing of the original agreement while negotiations on the new <br />agreement were ongoing. While the new agreement was being finalized and brought forward for City <br />Council approval, the City Manager approved a three-month amendment extending the original <br />agreement through March 9, 2026, along with the necessary associated funding. <br />This new agreement updates the ongoing scope of services and associated funding through December 1, <br />2026. <br />Additional services include: <br />Security monitoring through ACE Parking’s call center. <br />Increased repair and maintenance needs for aging neon signs, vehicle access gates, door repairs, light <br />fixtures, and parking equipment. <br />In 2015, the City installed closed-circuit television (CCTV) cameras in both garages to monitor the pay <br />stations. In 2022, at the City’s request, ACE Parking replaced the system to provide expanded coverage, <br />higher resolution, and improved reliability. ACE Parking also established a call center to support real-time <br />monitoring during limited on-site staffing hours. <br />Beginning in 2022, the garages required increased preventative maintenance and repairs, including work <br />related to lighting, door locks, emergency call boxes, neon signage, and non-warranty parking system <br />components. To address these operational and security needs, staff authorized ACE Parking to perform <br />work outside the original scope, totaling approximately $365,000 (Table 1). While there was already a <br />budget available in the Parking Fund for these services, this budget was not formally included within ACE <br />Parking’s original agreement, and this additional expenditure on services caused the original agreement <br />to go over budget. During the initial term, staff did not implement the allowable annual operating budget <br />increases to align with the expanded scope, nor the associated budget adjustments to reconcile and pay <br />for the additional services provided between 2022 and 2025.
