In the next few months, the City Council <br />will hold a Parking Study Session. Garage operations will be included as part of the Study Session, and the <br />City Council will be able to provide feedback and guidance on a future long-term agreement for garage <br />parking operations and services. Following the Study Session, in August of this year, staff will issue an RFP <br />for a new multi-year agreement for garage management, which will consider and incorporate any <br />feedback provided by the City Council. The new agreement will also incorporate support of the new <br />parking management system being installed this year and a higher level of maintenance support. <br />The Engineering and Transportation Department conducted an internal review of its contract <br />management practices. As a result of that review, the Department has implemented enhanced contract <br />tracking and monitoring procedures, including the use of technology tools to provide advance notification <br />of key contract milestones and expiration dates. Additional administrative support has also been assigned <br />to assist technical staff with contract oversight, documentation, and renewal timelines. <br />In addition, staff have been directed to initiate agreement extensions and amendments well in advance <br />of expiration dates to allow sufficient time for internal review, coordination with the City Attorney’s <br />Office, and City Council approval when required. These corrective measures are intended to strengthen <br />internal controls, improve accountability, and ensure contracts do not unintentionally lapse in the future. <br />EQUITY IMPACT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Reviewed from similar or relevant past program or policy in Redwood City <br />Reviewed data from a similar program or policy in another jurisdiction <br />FISCAL IMPACT <br />There is no anticipated impact to the General Fund associated with this contract. The Downtown Parking <br />Fund (Fund 681) has sufficient FY 2025-26 available budget for this contract and potential contingency <br />authorization within the following programs: parking facility operations, garage security upgrades, and <br />Street System Maintenance. Additional funding is anticipated for FY 2026-27. If funds are not available, <br />the City may cancel the agreement with a 30-day notice and without cause. <br />The agreement is for a not-to-exceed amount of $946,084.39 for the nine-month term through December <br />1, 2026. Actual costs will be paid based upon ACE Parking’s approved reimbursable expenses necessary <br />to maintain and staff the City’s designated facilities. <br />7.C. - Page 4 of 29 <br />78
