Page 1 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 9, 2026 <br />SUBJECT <br />2025 Housing Element Annual Progress Report on the City’s progress toward meeting its 2023-2031 <br />Regional Housing Needs Assessment obligations and 2025 General Plan APR on the City’s progress toward <br />implementing the General Plan <br />SUMMARY <br />State law requires that local jurisdictions submit a Housing Element Annual Progress Report (APR) to the <br />California Department of Housing and Community Development (HCD) by April 1 each year to <br />demonstrate annual efforts toward meeting the jurisdiction’s Regional Housing Needs Allocation, as well <br />as work completed on housing programs identified in the jurisdiction’s Housing Element. State law also <br />requires that local jurisdictions submit a General Plan APR to the California Governor’s Office of Land Use <br />and Climate Innovation (LCI) and HCD by April 1 each year to demonstrate annual efforts toward <br />implementing the jurisdiction’s General Plan. This staff report summarizes the key findings in the two <br />APRs for the City Council’s consideration. <br />RECOMMENDATION <br />By motion, accept the 2025 Housing Element Annual Progress Report (APR) and the 2025 General Plan <br />APR and authorize the City Manager to submit them to the State of California Department of Housing and <br />Community Development and Office of Land Use and Climate Innovation (respectively) in compliance with <br />Government Code Section 65400 (Administration of the General Plan). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />7.A. - Page 1 of 63 <br />8
