Page 2 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />In February 2023, Redwood City adopted its 2023-2031 Housing Element, which describes the Regional <br />Housing Needs Allocation (RHNA) assigned to the City and identifies a variety of programs and policies to <br />meet the City’s housing needs. The RHNA represents the State-mandated number of housing units—and <br />the affordability of those units—a jurisdiction must plan for in its Housing Element to meet its <br />community’s housing needs. A housing unit must be issued a building permit to be counted toward <br />satisfying the jurisdiction’s RHNA obligation. California jurisdictions have eight years to fulfill their RHNA <br />obligations, after which time the State assigns a new 8-year RHNA. Bay Area jurisdictions, including <br />Redwood City, concluded the third year of the 2023-2031 RHNA cycle on December 31, 2025. <br />State law requires that local jurisdictions submit a Housing Element Annual Progress Report (APR) to the <br />California Department of Housing and Community Development (HCD) by April 1 each year to <br />demonstrate annual efforts toward meeting the jurisdiction’s RHNA, as well as work completed on <br />programs identified in the Housing Element. State law requires that the report be considered at a public <br />meeting where members of the public are allowed to provide oral testimony and written comments. <br />State law also requires that local jurisdictions submit a General Plan APR to the California Governor’s <br />Office of Land Use and Climate Innovation (LCI) and HCD by April 1 each year to demonstrate annual <br />efforts toward implementing the jurisdiction’s General Plan. <br />ANALYSIS – HOUSING ELEMENT APR <br />2025 Permitting Activity <br />The Housing Element APR (Attachment A, Table A2) shows the number of housing units that received <br />building permits in the calendar year 2025 and is summarized in Table 1 below. As shown in Table 1 <br />(column E), 490 units were issued building permits between January 1, 2025, and December 31, 2025. <br />These units are in the following projects: <br />557 E. Bayshore Road (Building A) – 222 rental units (including 20 moderate income, 10 low and <br />10 very low-income units). <br />112 Vera Avenue – 178 rental units (including 31 extremely low income, 75 very low income, 70 <br />low income, and 2 market rate manager units). This project received both entitlement and <br />building permits in 2025. <br />417 Stambaugh Street – 1 rental unit preserved at extremely low-income level <br />Multi-family dwellings in various locations citywide — 8 ownership units <br />Accessory Dwelling Units (ADUs) in various locations citywide – 63 units1 <br />Single family detached dwellings in various locations citywide – 18 ownership units <br /> <br />To date, Redwood City has issued building permits for a total of 1,321 units in the current RHNA cycle <br />(column G), representing 29% of the City’s total 2023-2031 RHNA obligation.
