Mott MacDonald | RWC GSP and 4-Track Hub Station Planning <br />WDPR 11680 Page 1 of 13 <br />1 Project Understanding and Approach <br />As a gateway to Redwood City, the Redwood City Caltrain Station is at a critical <br />point in the planning process where transit, infrastructure, and urban <br />development intersect. Over the past two decades, Caltrain and the City of <br />Redwood City have undertaken several efforts to evaluate improvements of the <br />existing two-track at-grade station. <br />In 2009, SMCTA identified an initial range of technically feasible grade <br />separation alternatives in what is referred to as the 2009 Footprint Study. In May <br />2019, Caltrain, in cooperation with the City of Redwood City, initiated the <br />Redwood City Grade Separation Study to assess grade separation alternatives <br />identified in the 2009 Footprint Study. In 2020, a complete evaluation of four <br />build alternatives were presented to the public, which included elevating the <br />tracks through Redwood City. In May 2022 after community outreach and public <br />feedback was gathered, three build alternatives were presented for final <br />consideration as part of the final Project Study Report (PSR) for the Redwood <br />City Grade Separation. In November 2023, Redwood City Council adopted a <br />preferred alternative for grade separating six at-grade railroad crossings in the <br />City. <br />With a preferred alternative, the Redwood City Grade Separation and 4-Track <br />Hub Station Planning project (Project) seeks to supplement the technical <br />analysis with investigations into environmental requirements, construction <br />methods and phasing, and conceptual engineering to support future next steps <br />for the program. <br />This project provides an opportunity for Caltrain and the City to capitalize on the <br />synergies of ongoing planning efforts and identify next steps for the six grade <br />separations in Redwood City to complement the development of the 4-track hub <br />station. The objective of this work directive is to confirm that the station is fully <br />functional in meeting the needs of transit users, residents, and visitors in the <br />near-term and to evolve and fulfil the vision within the Caltrain Business Plan for <br />a mid-Peninsula hub station for Caltrain local and express trains in the longer <br />term.
