Mott MacDonald | RWC GSP and 4-Track Hub Station Planning <br />WDPR 11680 <br /> <br /> <br /> <br /> <br /> <br />Page 5 of 13 <br />1.2.3 Task 2.3 Right-of-Way Requirements and Mapping <br />The existing Caltrain right-of-way, right-of-way takes, and access <br />restrictions/modifications identified in the PSR will be reviewed and verified with <br />the development of the conceptual engineering design. Temporary and <br />permanent easements required for Caltrain infrastructure and utilities will also be <br />developed with the conceptual engineering. Construction access, space needs <br />and staging areas will be determined in conjunction with the construction staging <br />development. <br />Additionally, along with the development of the right-of way requirements, safety <br />and security of the proposed corridor will be reviewed for intrusion control. <br />Right-of-way Mapping <br />This task will build on the rail planning and right-of-way work previously prepared <br />by AECOM as requested by JPB. Attendance at up to five virtual meetings is <br />included for this task. <br />All site investigations will be done remotely using online mapping and publicly <br />available resources. <br />Deliverables: <br /> <br />construction and implementation <br /> Updating property maps previously prepared by the AECOM team <br />1.2.4 Task 2.4 Cost Estimating <br />Our estimating team will update, as warranted (such as where quantities change <br />due to work done in 1.2.1 and 1.2.2). the capital cost estimate conducted by the <br />AECOM team as part of the 2022 Redwood City Grade Separation Study PSR <br />and the market condition assumptions included in cost. Market conditions and <br />construction cost trends are indicating elevated future costs beyond the typical 3 <br />percent annually. We will work with Caltrain on what level of escalation and risk <br />the agency sees as appropriate for this project. The grade separation, station <br />expansion, and electrification costs will be baselined and benchmarked against <br />recent projects in California. Any recently submitted cost estimates for grade <br />separation projects along the Caltrain corridor such as the Broadway/Burlingame <br />and others will be provided by Caltrain to the team for additional benchmarking. <br />The reviewed estimate will be summarized using FTA Standard Cost Categories. <br />Deliverables: <br /> Draft and final memorandum summarizing the capital cost estimating <br />methodology and costs <br />1.2.5 Task 2.5 Environmental Approach <br />Our subconsultant, Circlepoint will provide input on how various project <br />components and/or project alternatives would impact the California <br />Environmental Quality Act (CEQA) and the National Environmental Policy Act <br />(NEPA) processes.
