Mott MacDonald | RWC GSP and 4-Track Hub Station Planning
WDPR 11680

Our team will review available/relevant background information including project
plans/preliminary concepts, recent environmental documents within or near the
project area, and regional planning documents. A transportation project matrix
with all reasonably foreseeable transportation projects either planned or under
development that could affect the project area (this will eventually become the
cumulative projects list), including the Dumbarton Busway project, will be
developed. This work will build upon coordination with the engineering team as
they identify the construction phasing and project delivery timeline to outline an
environmental clearance approach.
A strategic approach for environmental clearance will be developed to include:
Identification of California Environmental Quality Act (CEQA) lead agency and
National Environmental Policy Act (NEPA)
Description of anticipated environmental constraints, including key
environmental resource topics, red flags and trigger points that may result in a
higher level of analysis, and/or design options to minimize or avoid permanent
impacts
Development of a high-level CEQA and NEPA memo, identifying key topics
and constraints as well as triggering components that could result in the need
for a higher level of analysis
Deliverables:
Draft and final environmental approach memo with CEQA/NEPA roadmap
identifying a NEPA and CEQA lead agency and list of cooperating agencies,
plus a description of an appropriate entitlement/approval process.

1.2.6 Task 2.6 Delivery Schedule
A Project Delivery schedule will be developed in conjunction with the conceptual
engineering development to develop the duration of each construction phase.
The proposed schedule will be reviewed with Caltrain (including the operations
team), the City of Redwood City, and any other agencies identified in Task 2.1 to
confirm the viability and practicality of the proposed schedule.
Deliverables:
Proposed high-level project delivery schedule in excel format

1.2.7 Task 2.7 Storm Water Drainage and Utilities
The Mott MacDonald team will conduct a high-level analysis of the stormwater
drainage and current underground utilities from data available from Caltrain and
the City to identify any areas of concern or that may require mitigation.
Contingencies will be applied to the cost estimate to take into account any
required mitigations, utility relocations, or facilities that may require further
investigation within the project area.
Draft and final memorandum describing existing storm drainage and utilities
and potential storm drainage and utility-related impacts to the project

ATTY/AGR.2025.069/Caltrain (MOU with Caltrain- Grade Separation Project) (Page 16 of 18)
