Mott MacDonald | RWC GSP and 4-Track Hub Station Planning <br />WDPR 11680 <br /> <br /> <br /> <br /> <br /> <br />Page 7 of 13 <br />1.3 Task 3 Additional Analysis (Optional) <br />1.3.1 Task 3.1 Funding Plan <br />For this task, the team will meet with the San Mateo County Transportation <br />Authority (SMCTA) to identify the gaps in the funding plan for this project. It is our <br />understanding that SMCTA staff are already collating information related to the <br />potential sources of funding, including federal, state, and local government <br />grants, funding, and financing programs. <br />In partnership with our subconsultant, HR&A, we will inventory potential debt and <br />bonding opportunities from local and project-generated funding sources, as well <br />as potential regional and state sources that support grade separation projects or, <br />more broadly, significant infrastructure and transit projects. In addition, we will <br />consider opportunities to leverage private resources through public-private <br />partnerships (PPPs) and assess potential private sector partners and investment <br />models like FTA Joint Development to support project development. Other <br />potential sources of funding such as loans, special assessments, local tax <br />increment financing (TIF), and philanthropic contributions, may also be <br />considered. <br />While not a definitive opinion of legal or financial feasibility, the objective will be <br />to provide a roadmap of opportunity.
