CONSENT CALENDAR <br /> <br />Council Member Gee stated that due to serving on the Board for First Community Housing, he is recused <br />from voting on item 7F. <br /> <br />Motion and second, Chu and Howard, to approve all items on the Consent Calendar, except for item <br />7F, passed unanimously by electronic vote. <br /> <br />Motion and second, Sturken and Howard, to approve item 7F, passed 6-0-1 with Council Member Gee <br />recused. <br /> <br /> 7.A. 2025 Housing Element Annual Progress Report on the City’s progress toward meeting its 2023- <br />2031 Regional Housing Needs Assessment obligations and 2025 General Plan APR on the City’s <br />progress toward implementing the General Plan (601) <br /> <br />Recommendation: <br />By motion, accept the 2025 Housing Element Annual Progress Report (APR) and the 2025 General <br />Plan APR and authorize the City Manager to submit them to the State of California Department <br />of Housing and Community Development and Office of Land Use and Climate Innovation <br />(respectively) in compliance with Government Code Section 65400 (Administration of the <br />General Plan). <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br /> 7.B. Final acceptance of the Maple Street Sewer Interceptor 60-Inch Extension Project (304) <br /> <br />Recommendation: <br />By motion, accept the Maple Street Sewer Interceptor 60-Inch Extension Project and authorize <br />the release of performance bonds and retention according to City procedures. <br /> <br />CEQA: <br />The California Environmental Quality Act (CEQA) provides a statutory exemption from <br />environmental review for the installation of new pipeline less than one mile in length within a <br />public street or highway or any other public right-of-way pursuant to Public Resources Code <br />Section 21080.21 and CEQA Guidelines Section 15282(k). The proposed project is statutorily <br />exempt from CEQA pursuant to Public Resources Code Section 21010.21 and CEQA Guidelines <br />Section 15282(k), Pipeline Projects Less Than One Mile in Length, as this pipe extension of <br />approximately 126-feet in length will be constructed within a public street/public right-of-way <br />and not exceed one mile in length. <br /> <br /> 7.C. Award contract to ACE Parking, Inc. for downtown garage operations and parking system <br />maintenance (304) <br /> <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute a Professional Agreement for <br />Services with ACE Parking, Inc. for operation and management of the Jefferson Garage and <br />7.A. - Page 2 of 11 <br />5
