_____________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ March 9, 2026 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 5 <br /> <br /> MINUTE BOOK NO. 70 <br />Motion and second, Sturken and Chu, to direct staff to 1) pause the intake of new Mills Act <br />Contract applications, 2) study and analyze potential updates to the Historic Preservation <br />Ordinance and Mills Act Contract program, and 3) return to the City Council with <br />recommendations on such updates by December 2027, including progress reports every six <br />months, passed 6-1 by electronic vote with Vice Mayor Eakin opposed. <br /> <br />10. STUDY SESSIONS <br /> <br /> 10.A. Redwood City Pavement Management Program update (700) <br /> <br />Engineering & Transportation Director Tanisha Werner gave a presentation. <br /> <br />The following members of the public provided comments: <br />• Dylan Finch <br /> <br />Recommendation: <br />Receive a presentation on the City’s Pavement Program, including the program management <br />approach, and projects, and provide individual Council Member feedback. <br /> <br />CEQA: <br />This study session is not a project under California Environmental Quality Act (CEQA) as defined <br />in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or <br />reasonably foreseeable indirect physical change in the environment. Prior to construction, each <br />project and bid package will file CEQA documentation for exemption, under Class 1 (15301) <br />Categorical Exemption, Existing Facilities. <br /> <br />A Study Session was held. No formal action was taken. <br /> <br /> <br />11. MATTERS OF COUNCIL INTEREST <br /> <br />Mayor Martínez Saballos announced the opening of the City’s Board, Commission and Committee (BCC) <br />recruitment period, through which 27 vacancies will be filled across ten BCCs. Applications will be <br />accepted through May 3, 2026. <br /> <br />Council Member Howard noted that applications to serve as a volunteer on the Pride and Beautification <br />Committee are ongoing and requested that recruitment be included in future BCC recruitment efforts. <br /> <br /> 11.A. City Council Member Report of Meetings and Conferences Attended <br /> <br /> A. City Council Report of Meetings and Conferences Attendance <br /> <br />Council Member Sturken reported the February 19 Commute.org meeting. <br /> <br />Council Member Howard reported on the February 26 Caltrain Joint Powers Board <br />Local Policy Makers Group (LPMG) meeting and announced her reappointment to the <br />Housing Endowment and Regional Trust (HEART) Board. <br />7.A. - Page 5 of 11 <br />8
