In the context of the Prop 64 PH&S <br />Grant Program, a CBO is generally considered to be a non -government, non-law <br />enforcement organization that provides services individuals that are at risk of involvement <br />or already involved with the justice system. In this RFP, CBOs and nonprofit organizations <br />are referred to as NGOs or Non-Governmental Organizations. <br />Community-Driven <br />Community-driven practices are programs and strategies that are derived from the <br />traditional practices of a particular racial, ethnic, or cultural community and have been <br />determined effective by the community. <br />Cultural Relevance <br />Cultural relevance acknowledges the influence of the youth’s identity characteristics on <br />the youth’s experience of the world and incorporates perspectives into the program’s <br />environment. These identity characteristics include racial/ethnic, gender, class, religion, <br />educational, sexual orientation, gender identity, family heritage, disability, and any other <br />identity the youth communicate as important. <br /> <br />Every grantee and sub-grantee/sub-recipient that receives Prop 64 PH&S Grant funds <br />should utilize programs, practices, and approaches that embed cultural relevancy. <br />Developmentally Appropriate <br />A service or intervention may be considered developmentally appropriate if it is based on <br />a child’s level of need, or developmental stage, rather than the child’s chronological age. <br />Evidence-based / Promising Practices <br />Evidence-based practices are programs and strategies that have been found effective at <br />improving positive or preventing negative health outcomes, using rigorous scientific <br />research methods. Programs and strategies may be evidence -based across all <br />populations, or only for particular cultures and identities. <br />Promising practices are programs and strategies that have shown some positive results <br />and potential for improving desired health outcomes. They may have evidence from use <br />in real-world settings, a strong theoretical framework, and/or expert opinion, but ha ve not <br />been fully replicated in scientific studies. Depending on the level of scientific evidence, <br />these are sometimes referred to as “evidence-informed,” “research-supported,” or <br />“emerging” practices. <br />Applicants may find it helpful to review the information on evidence -based practices in <br />Appendix C of this RFP as well as in the Substance Abuse and Mental Health Services <br />Administration’s (SAMHSA) Guide to Evidence-Based Practices available at: <br />https://www.samhsa.gov/ebp-resource-center. <br />Service Need Determination <br />In considering whether to provide diversion services to potential program participants, <br />service providers receiving funding under this grant must use an approach that is trauma - <br />informed, culturally relevant and developmentally appropriate. Approaches could include, <br />but are not limited to, surveys or interviews. Applicants must thoroughly explain and justify <br />their proposed approach for deciding which youth will be selected or chosen for program <br />7.C. - Page 79 of 101 <br />138
