City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
DATE: April 13, 2026
SUBJECT
Grants from the Grove Foundation, Sand Hill Foundation, and Sunlight Giving will provide a total of
$495,000 over Fiscal Years 2025-26, 2026-27, and 2027-28 to support the Information and Referral
Program and other community programs at the Fair Oaks Community Center
SUMMARY
The City of Redwood City has been awarded three grants totaling $495,000 over three fiscal years from
long-standing partners The Grove Foundation, Sand Hill Foundation, and Sunlight Giving for the
Information and Referral (I&R) program and community programs at the Fair Oaks Community Center
(FOCC).
The I&R Program provides critical safety net services, including food assistance, transportation support,
homeless services, and rental and deposit assistance. Demand for services remains strong, with
unduplicated households served increasing from 2,367 in FY 2023–24 to 2,955 in FY 2024–25, and
individuals served increasing from 6,007 to 7,074 during the same period.
The total grant funding of $495,000 will offset program expenses and ensure continued equitable access
to critical and essential services for vulnerable and low-income community members.
RECOMMENDATION
1. By motion, approve and authorize the City Manager or designee to execute the agreement between
The Grove Foundation and City of Redwood City accepting a grant of $180,000 beginning in FY2025-
26 to support the I&R Program and community programs at FOCC;
2. By motion, approve and authorize the City Manager or designee to execute the agreement between
Sand Hill Foundation and City of Redwood City accepting a total grant of $75,000 to support the I&R
Program and community programs at FOCC during FY2025-26 and FY2026-27; and
7.D. - Page 1 of 11
161
