By motion, approve and authorize the City Manager or designee to execute the agreement between <br />Sunlight Giving and City of Redwood City for a total grant commitment of $240,000 over three years <br />(FY 2025-26, FY 2026-27, FY 2027-28) in the amount of $75,000 for FY2025-26, $80,000 for FY2026- <br />27, and $85,000 in FY2027-28 to support the I&R Program and community programs at FOCC. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />The Grove Foundation has supported FOCC since 2006, providing funding for the I&R Program. The City <br />received a final grant award letter in the amount of $180,000, as The Grove Foundation is in the process <br />of spending down its remaining funds. Sand Hill Foundation previously funded the I&R program at FOCC <br />in response to the COVID-19 pandemic in 2020. The Sunlight Foundation has supported FOCC since 2016 <br />providing ongoing funding for the I&R Program. <br />The I&R Program provides vital basic need services and referrals to families and individuals in need. <br />Services include food assistance, transportation assistance, homeless services, and homelessness <br />prevention in form of deposit and rental assistance. <br />ANALYSIS <br />The I&R Program continues to serve as a critical safety net service for vulnerable and low-income <br />community members by providing access to essential resources that help stabilize households and <br />prevent deeper crises, including homelessness. As reflected in the data below, demand for services <br />remains high, with notable increases in both households and individuals served in FY2024-25.
