City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
DATE: April 13, 2026
SUBJECT
Purchase of two Type 1 Fire Engines to replace end-of-life equipment
SUMMARY
The replacement of aging equipment is a routine function of government fleet operations. As vehicles and
heavy equipment reach the end of their useful life, new equipment must be procured in a timely manner
to ensure replacement takes place at the most economically advantageous point in the life cycle.
Emergency vehicles are fabricated from customized specifications and are designed and built differently
than traditional passenger vehicles. As a result, it is not uncommon for public agencies to initiate the
procurement of this equipment years before they are required, to account for the lengthy build process.
The Fire Department (FD) has one Type 1 Fire Engine scheduled for replacement in fiscal year (FY) 2026-
27 and another in FY2027-28. The proposed purchase agreement is intended to secure the best possible
pricing for this equipment.
RECOMMENDATION
By motion, approve and authorize the City Manager to execute a Purchase Agreement with Hi-Tech
Emergency Vehicle Service, Inc. of Oakdale, CA for the supply of two Type 1 Fire Engines in an amount not
to exceed $2,900,000.
STRATEGIC PLAN GUIDING PRINCIPLE
Excellence in Government Operations
7.E. - Page 1 of 38
172
