Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />Redwood City’s (City) Fleet Replacement Program provides a structure for evaluating vehicles and <br />equipment to replace them at the most economically advantageous point in their life cycle. At pre- <br />designated intervals, vehicles and equipment undergo a thorough evaluation, including but not limited to <br />age, mileage, condition, maintenance history, downtime, anticipated future repairs, usage, and vehicle <br />capabilities. This program also assists user departments in evaluating their fleet asset deployment <br />strategies to maximize operational efficiency. <br />The Fire Department has one fire engine scheduled for replacement in fiscal year (FY) 2026-27 and another <br />in FY2027-28. Based on current market conditions, the build time for the required Type 1 engine can take <br />18 to 24 months. Over the past six months, PWS and FD staff have worked together to identify a <br />replacement vehicle that meets the Fire Department’s needs. The department has a total of eight Type 1 <br />Fire Engines, six of which were built by Hi-Tech Emergency Vehicle Service, Inc. (Hi-Tech EVS). The FD seeks <br />to replace the two outgoing fire engines with equipment that meets the specifications of the remaining <br />engines in the fleet. Creating consistency in design and build across the fleet will allow staff from various <br />stations to better cross-train on equipment and reduce the likelihood of injury, as familiarity with the <br />design and operability of an engine can minimize the time it takes to access equipment and take life-saving <br />action during emergencies. PWS fleet maintenance operations also gain efficiency from streamlining <br />equipment make and models, as staff can often diagnose and perform repairs more quickly and the need <br />to stock a variety of parts from different manufacturers is reduced. <br />In December 2023, following a competitive procurement process the City of San Jose awarded the <br />purchase of five Type 1 Fire Engines to Hi-Tech Emergency Vehicle Service, Inc. (Hi-Tech EVS) after they <br />were identified as the lowest responsive and responsible bidder. The contract was awarded for one year, <br />with the option to renew for six additional one-year terms. The engines procured by San Jose meet the <br />necessary specifications that FD is seeking. The pricing schedule resulting from the City of San Jose’s <br />procurement is still valid and Hi-Tech EVS has agreed to extend this pricing schedule to the City. <br />ANALYSIS <br />Section 2.67.1(B) of Article VII in Chapter 2 of the City’s Municipal Code authorizes cooperative purchasing <br />through programs, contracts, bid award lists, or schedules created or administered by public agencies to <br />secure the best product or service at the lowest possible price. <br />Staff has reviewed the City of San Jose’s competitive bidding processes and confirmed that the purchasing <br />procedures are reasonably similar to those of the City. The City of San Jose issued a Request for Bids, <br />provided public notice, and awarded the bid to the lowest responsive and responsible bidder. <br />Per the proposed purchase agreement, Hi-Tech EVS has agreed that the prices quoted to or paid by City <br />will not exceed the current prices charged to any other Hi-Tech EVS customer on the effective date for <br />items that are the same or substantially similar to the engines being purchased, taking the quantity into <br />account. If another customer were to receive a lower price as noted in the agreement, Hi-Tech EVS would <br />7.E. - Page 2 of 38 <br />173
