This ensures the City will receive the lowest <br />possible price for the purchase. <br />The current build time for the two engines is 18-24 months. Staff must initiate a purchase in the current <br />fiscal year to ensure that the FY2026-27 replacement is received as soon as possible. Given that the <br />FY2027-28 replacement engine will have identical specifications, it is to the City’s benefit to authorize the <br />purchase of both engines at the same time to take advantage of quantity discounts and to lock in current <br />pricing as this will avoid any inflationary price increases that may take effect between now and next year <br />when staff would likely bring another purchase request to the Council for consideration. <br />Emergency vehicles are manufactured to custom specifications and are designed and built differently from <br />traditional passenger vehicles. The standard vehicle has a vast market of suppliers. In contrast, the <br />number of suppliers capable of delivering a vehicle with the Type 1 Fire Engine specifications is limited. <br />The City’s requirement that prospective suppliers have full-service facilities located within a 150-mile <br />radius of Redwood City capable of servicing the supplied equipment would further reduce the number of <br />potential suppliers. This requirement is necessary as custom emergency vehicles sometimes require <br />repairs that only the manufacturer’s authorized dealers can perform. This requirement also minimizes the <br />City’s transportation costs. It also reduces downtime for equipment used in providing emergency services <br />to the community. Hi-Tech EVS meets this requirement, as it already supplies parts and services for six of <br />the engines currently in the City’s fleet. <br />In the custom emergency vehicle industry, it is common practice for customers to identify the need for <br />modifications during mid-build inspections. These inspections often occur following the installation of the <br />chassis and base components but before the attachment of any specialized parts or equipment. This <br />process allows City staff participating in the inspections to identify any changes needed to ensure the final <br />product is best suited for its home environment.
