Page 3 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Operational and Officer Safety Risks: <br />Reliable radio communications are critical during emergencies, tactical incidents, pursuits, and officer-in- <br />distress situations. Inconsistent or failed communications place officers and the public at increased risk <br />and hinder effective command and control. <br />Interoperability with Allied Agencies: <br />Neighboring agencies throughout San Mateo County have already upgraded their radio fleets with <br />equipment that has new, modern capabilities. Continued reliance on obsolete equipment reduces <br />interoperability during mutual aid and regional response incidents. <br />Escalating Maintenance Burden: <br />As radios fail, staff time and limited resources are diverted toward troubleshooting, workarounds, and <br />temporary equipment loans rather than core public safety functions. <br />The proposed purchase will be made through the NASPO ValuePoint cooperative purchasing agreement, <br />which was competitively solicited at the national level and awarded to multiple vendors, including <br />Kenwood. Metro Mobile Communications is an authorized NASPO ValuePoint reseller and has extensive <br />experience providing Kenwood public safety radio equipment to law enforcement agencies throughout <br />the region. <br />Use of the NASPO cooperative contract allows the City to obtain competitively bid pricing, standardized <br />equipment, and favorable terms without conducting a separate formal bid process, consistent with the <br />City’s procurement policies and best practices used by neighboring jurisdictions. <br />Nearby agencies, including the Cities of San Mateo, South San Francisco, and Pacifica have recently utilized <br />the same cooperative purchasing framework and vendor to complete their radio replacement projects <br />successfully. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings.
