Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />In October 2020, the Equipment Services Division (ESD) of the Public Works Services Department took <br />delivery of a new Aerial Fire Apparatus (Apparatus) from Pierce Manufacturing, Inc. (Pierce) of Appleton, <br />Wisconsin. The City Council approved this purchase in April 2019 from Pierce’s local authorized dealer, <br />Golden State Fire Apparatus (Golden State FA), located in Sacramento, California. Golden State FA <br />supplied the Apparatus with the below active warranty coverages: <br />Cab Structural through 8/7/2030 <br />Aerial Structural through 8/7/2040 <br />Body Structural through 8/7/2030 <br />Contract services for repairs and maintenance of emergency vehicles are needed, particularly for heavy- <br />weight aerial fire apparatuses, which require specialized equipment and parts. <br />ANALYSIS <br />Emergency vehicles are fabricated from customized specifications and are designed and built differently <br />than traditional passenger vehicles. The standard vehicle has a vast market of maintenance and repair <br />options available to consumers. In contrast, the offerings for maintenance and repair of emergency <br />response vehicles are limited, even more so for customized equipment like fire apparatuses. <br />Golden State Emergency Vehicle Service, Inc. (Golden State EVS), a division of Golden State FA, is the only <br />authorized service provider in Northern California for specialized maintenance and repair of fire <br />apparatuses built by Pierce. Service providers located outside of the region and are not an economically <br />viable option when the City needs services. Additionally, the Apparatus’ warranties require only <br />authorized service providers to conduct maintenance and repair services. As Golden State EVS is the only <br />authorized service provider available in the region, service through Golden State EVS is required to keep <br />warranties valid. <br />Per section 2.67.4 (C) of Chapter 2, Article VII in the City’s Municipal Code, “[s]upport services may be <br />obtained by negotiated contract and without a competitive bidding process, when the City Council <br />determines that, due to the nature of the… support services… [a] competitive bidding process is not likely <br />to serve the best interests of the City or to result in the lowest price… Such motion shall be approved only <br />on the affirmative votes of at least five (5) members of the City Council.” <br />Due to the requirement of using authorized service providers to maintain the integrity of any warranties <br />provided with the Apparatus, and Golden State EVS being the only practical and economically viable <br />service provider available to the City in the region, awarding an Agreement for Services to Golden State <br />EVS is in the City’s best interest or will likely result in the lowest price. Staff anticipates ongoing specialized <br />maintenance and repair needs to maintain the Apparatus throughout its useful life. These expenditures <br />are planned for and expected when purchasing equipment of this type and are necessary to ensure <br />reliable usage during regular operations or if emergency repairs are needed. <br />7.G. - Page 2 of 15 <br />263
