City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
DATE: April 13, 2026
SUBJECT
Agreement for Services with Golden State Emergency Vehicle Service, Inc. for emergency vehicle repair
services
SUMMARY
The City Council approved the purchase of an aerial fire apparatus in 2019 from Pierce Manufacturing,
Inc. (Pierce). Golden State Emergency Vehicle Service, Inc. (Golden State EVS) is the only regionally
authorized service provider for specialized maintenance and repair of fire apparatuses built by Pierce, and
service on the apparatus by Golden State EVS is required to maintain active warranties. The proposed
agreement will allow staff to continue purchasing parts and repair services for the Pierce aerial apparatus
while avoiding the potential of voiding existing warranties.
RECOMMENDATION
By motion, determine that due to the nature of the support services, competitive bidding is not likely to
serve the best interests of the City or to result in the lowest price, and approve and authorize the City
Manager to execute a five-year Agreement for Services with Golden State Emergency Vehicle Service, Inc.
for emergency vehicle repair services in an amount not to exceed $250,000 through 2031 (requires 5
affirmative votes).
STRATEGIC PLAN GUIDING PRINCIPLE
Excellence in Government Operations
7.G. - Page 1 of 15
262
