Maintenance activities also include the use of heavy equipment, such as mechanical <br />harvesters operated by certified personnel, to remove and properly dispose of trash, debris, and aquatic <br />plant material. <br />In addition, the City must periodically update its Aquatic Pesticide Application Plan (APAP) and submit it <br />to the San Francisco Bay Regional Water Quality Control Board (Water Board) to obtain a Notice of <br />Applicability (NOA) and demonstrate compliance with the National Pollutant Discharge Elimination <br />System (NPDES) permit. All services must also be performed in accordance with the City’s Lagoon <br />Management Plan. Given these requirements, the City seeks a contractor with expertise to provide both <br />maintenance and consulting services to ensure ongoing regulatory compliance. <br />On August 29, 2025, staff issued a formal Request for Proposals (RFP), which was advertised in the San <br />Mateo Daily Journal and posted on the City’s website. Two proposals were received by the September 24, <br />2025 submission deadline. <br />ANALYSIS <br />Historically, the level of service required to adequately maintain the Lagoon varies based on weather <br />patterns, which can be unpredictable. In some years, conditions are highly conducive to the growth of <br />algae and invasive aquatic vegetation, while in others they are less favorable. To establish a baseline for <br />evaluating proposals, staff reviewed invoices from prior years to identify the core services typically <br />required. Based on this analysis, staff developed a proposal pricing form that included estimated <br />quantities for both required and optional services, which proposers were asked to complete.
