(Waterworks) submitted <br />responsive proposals for the required services. Based on the estimated annual quantities, Solitude <br />provided the lowest total estimated cost. While Waterworks proposed lower pricing in select categories, <br />such as material disposal and certain chemical application services, Solitude’s overall pricing was more <br />competitive across the majority of core service areas. In addition to cost, the following criteria were taken <br />into consideration: <br />• Quality and completeness of the proposal; <br />• Quality, performance, and effectiveness of the proposed services; <br />• Relevant experience of the firm and assigned staff on projects of similar scope and complexity; <br />• Ability to perform the work within the required timeframe; <br />• Prior performance record, including safety, with the City or other agencies; and <br />• Compliance with applicable laws, regulations, policies, and guidelines governing prior or existing <br />contracts <br />Based on the evaluation, staff recommends awarding the contract to Solitude. Solitude’s proposal is <br />considered the most advantageous to the City, demonstrating the expertise, qualifications, and capacity <br />to perform the required services at a fair and reasonable cost. As pricing is based on estimated service <br />levels, staff also recommends including contingency funding to address potential increases in service <br />demand due to variable weather conditions. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact.
