Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Services include an electronic bill payment option, online bill presentment, email notification of bills, <br />online payment history, storing and securing customer credit card information, data processing, and <br />printing and mailing utility billing services. <br />The original agreement has been extended through a series of amendments, as outlined below: <br />Amendment No. 1, approved on April 28, 2019, extended the agreement term by one year, <br />through April 27, 2020. <br />Amendment No. 2, approved on April 28, 2020, extended the term by an additional three <br />years, through April 27, 2023. <br />Amendment No. 3, approved on April 28, 2023, extended the term by one year, through April <br />27, 2024. <br />Amendment No. 4, also approved on April 28, 2024, further extended the term by one <br />year, through April 27, 2025. <br />Amendment No.5, approved on April 28, 2025, further extended the term by one year, <br />through April 27, 2026. <br />ANALYSIS <br />As a result of staff turnover, the City’s planned implementation of a new electronic bill presentment and <br />payment (EBPP) system with InvoiceCloud (the contract which was approved by the City Council on April <br />14, 2025) is delayed. A six-month extension of the existing agreement with InfoSend will ensure <br />uninterrupted utility billing services while staff begins work this spring to implement the InvoiceCloud <br />system. InfoSend agreed to continue providing the current level of service for an additional six months. <br />The proposed amendment extends the agreement term through October 27, 2026, allowing for <br />operational continuity while the City completes implementation of the new EBPP system. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Relevant data not currently available <br />FISCAL IMPACT <br />The funds for Amendment No. 6 are included in the Revenue Services Division budget, and no additional <br />budget authority is requested to support this contract extension. <br />7.J. - Page 2 of 12 <br />331
