Page 1 of 10 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: April 13, 2026 <br />SUBJECT <br />Requests by Stanford Health Care to initiate amendments to the Redwood City General Plan and the <br />Stanford in Redwood City Precise Plan for the Stanford Medicine Cancer Center located at 550 Broadway, <br />575-585 Broadway, and 1201 Douglas Avenue <br />SUMMARY <br />In 2013, the City Council approved the Stanford in Redwood City Precise Plan (“Precise Plan”), certifying <br />an Environmental Impact Report (EIR), adopting a development framework, and entering into a <br />Development Agreement with Stanford University. The current plan covers a 48-acre area that has <br />transitioned from industrial to research and development, educational, administrative, and medical office <br />uses and allows expanded campus development, a new street grid, and amenities. The current agenda <br />item asks whether the City should initiate proceedings to study a proposal from Stanford Health Care <br />(“Stanford”) to amend the Precise Plan to develop a new cancer center within the campus. <br />To accommodate the new cancer center, Stanford proposes several amendments to the Precise Plan and <br />General Plan. These include expanding the plan boundary by 0.35 acres, consolidating Blocks C and D, <br />modifying street alignments (see Figure 4 below), and changing land use designation from Commercial <br />Office and Light Industrial to Hospital. The proposal would also increase allowable development intensity, <br />building heights, and the number of stories for certain blocks, as well as increase parking, reconfigure <br />open space, and establish design requirements. The purpose of this agenda item is to determine whether <br />to initiate proceedings to consider Stanford’s request to expand and modify the Precise Plan as part of an <br />overall project to develop a new cancer center. Adopting a resolution to initiate amendment proceedings <br />does not constitute approval of the project but rather allows the project to undergo a thorough review, <br />including further community engagement, environmental review, and an economic evaluation of <br />potential community benefits. <br />8.A. - Page 1 of 12 <br />346
