No architectural details have been submitted, and only <br />preliminary feedback on the conceptual site layout from development review staff has been provided. <br />Adoption of a resolution initiating proceedings as requested by Stanford would authorize further study of <br />the proposed project. <br />ANALYSIS <br />Staff recognize that the proposed cancer center project uniquely positions a vital medical facility within <br />an established research campus in Redwood City; however, the City must evaluate trade-offs to the <br />existing General Plan and Precise Plan. To accommodate the cancer center, the City must amend the <br />General Plan land use designation from Commercial Office Professional/Technology to Hospital and allow <br />for additional building height within the Hospital land use designation for the remaining undeveloped <br />portions of the Precise Plan area. Blocks C and D represent the only feasible location for the necessary <br />footprint and circulation that avoids disturbing the existing site development. To accommodate the <br />facility’s large footprint, the project would interrupt the established block pattern, including roadways <br />and open space areas. <br />The proposed project would also need to build additional parking structures at various locations within <br />the Precise Plan area, including two new taller garages along the freeway to accommodate the increased <br />8.A. - Page 6 of 12 <br />351
