Supporting infrastructure, such as a second central utility plant, would ensure safe and efficient <br />operations. With a formal Precise Plan application, staff can further evaluate the location and design of <br />these facilities, as well as amenity areas, pedestrian connections, and other circulation features, so that <br />the original Precise Plan goal of integrating the site into the surrounding community is still met. <br />NEXT STEPS <br />Initiation does not constitute approval of the project or any particular action on the amendments by the <br />City Council. If initiated, a full plan submittal would be provided, including the preparation of an amended <br />General Plan and Precise Plan, community engagement strategy, and an economic analysis of the <br />community benefit package. The project may also require amendments to the existing Development <br />Agreement and possibly, a second Development Agreement, specific to the cancer center. Staff would <br />subsequently evaluate the project for compliance with applicable Code standards and policies. This <br />process would include the following: <br />Environmental Review <br />Staff have reached out to a contracted on-call environmental consultant regarding a scope of the <br />environmental review for this proposal and based upon initial consultation, anticipates that, at a <br />minimum, a Subsequent EIR would be necessary to fully analyze the proposal. <br />Outreach <br />Over the past year, Stanford began its outreach efforts to engage the surrounding community for input <br />on this project. Stanford has provided details of these activities in the plan submittal (see pages 3 & 4 of <br />the linked document here). Further engagement would follow through the entitlement process, including <br />additional in-person community open houses, one-on-one meetings, information booths at community <br />events, online town hall meetings, and other opportunities. Stanford has agreed that they would <br />coordinate community engagement efforts with City staff upon initiation of the proposed Project and <br />once a formal application has been submitted. <br />Development Agreement <br />The Development Agreement for the Stanford in Redwood City project was approved in 2013 in <br />conjunction with certification of an Environmental Impact Report for the Stanford in Redwood City Precise <br />Plan and approval of the Precise Plan and other land use approvals. City staff, with guidance from a City <br />Council-formed Ad Hoc subcommittee, negotiated a Development Agreement based on Guiding Principles <br />provided by the City Council: Positive Mutual Benefits, Community-Based Benefits, Fiscal Balance, and <br />Plan Integrity. <br />Stanford University and Stanford Health Care exercised their right to extend the Development Agreement <br />for the first of two available ten-year periods, and in October 2023, received approval of the first 10 year- <br />extension (until December 3, 2033). <br />8.A. - Page 7 of 12 <br />352
