Page 8 of 10 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The current Development Agreement (“DA”) includes community benefits with financial contributions <br />towards public improvements related to transportation & environmental sustainability, economic <br />development, recreation and wellness, arts and music, and education efforts. The timing of these <br />obligations corresponds with certain milestones (build-out) within the adopted Precise Plan. It is <br />anticipated that if this request is initiated, new DA terms will be requested for incorporation into a new <br />and/or revised agreement, including new community benefits, financial obligations, and term lengths. <br />Terms for an updated agreement are not proposed for consideration at this time. <br />Review Process <br />The following application milestones are anticipated if the request is initiated: <br />Stanford has indicated that a formal application to amend the General Plan and Precise Plan <br />would be submitted in Q4 2026. <br />After initiation, background and technical studies for environmental review would begin. <br />Application submittal would kick-off formal environmental review process and further public <br />engagement, which would include a public environmental scoping meeting. <br />Stanford anticipates that a Planned Community Permit, which would include site and architectural <br />details, would be submitted for project entitlements in early 2027. <br />Subsequently, staff would conduct a completeness review within 30 days. <br />Review of the Precise Plan and General Plan amendments would proceed concurrently, including <br />public engagement and CEQA review. <br />Staff anticipate that this project would be scheduled for a study session with the Architectural <br />Advisory Committee (AAC) at an early stage during project development review. <br />Additional study sessions may be scheduled as the project evolves before formal <br />recommendations of the project are considered by the AAC and Planning Commission. <br />Based on preliminary discussions with the CEQA consultant, a Subsequent EIR for the project is <br />tentatively expected to take approximately 12 months upon finalizing the project scope. <br />The project entitlements, including amendments to the Precise Plan, General Plan, EIR, and <br />Development Agreement would be subject to final approval by the City Council. <br />EQUITY IMPACT STATEMENT <br />If the City Council initiates modifications to the existing Stanford in Redwood City Precise Plan and General <br />Plan, city staff will collaborate with Stanford to lead community engagement efforts. At this early stage of <br />the project review, staff have not yet fully evaluated equity related impacts and measures to address <br />them. As part of the updated precise plan study, the City and the developer will explore strategies to <br />engage broader segments of the community through a comprehensive engagement strategy. <br />Prior to submitting this request, Stanford conducted several outreach meetings and events including a <br />series of open houses at locations, including the PAL Center and Fair Oaks Community Center. Stanford <br />also met directly with community organizations to gather feedback on the proposal. To raise awareness, <br />the developer sent invitations in English and Spanish throughout Redwood City and North Fair Oaks and <br />promoted the events via email, Nextdoor advertising, and the Ring social media platform.
