Additionally, the study may identify <br />transportation-related infrastructure improvements to expand pedestrian and bicycle accessibility <br />between the site, the surrounding neighborhood, and downtown. <br />FISCAL IMPACT <br />All development projects are subject to cost recovery account with the City at the expense of Stanford. <br />This cost recovery includes all planning entitlement review, environmental and economic analyses, <br />community engagement activities, and costs associated with consultants hired to perform studies or <br />advise staff. <br />ENVIRONMENTAL REVIEW <br />The adoption of a Resolution of Intention to allow the study and preparation of an amended Precise Plan <br />and General Plan Amendment is not a project as defined in CEQA Guidelines, Section 15378, because it <br />has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. If initiated, the proposed project would be subject to environmental review under CEQA. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. Additionally, the public notice was published in the San Mateo Daily Journal <br />on April 3, 2026, and sent via email to interested parties. Mailed notices were sent to all property owners <br />and tenants within 300 feet of the project site. <br />ALTERNATIVES <br />1. Direct staff and/or Stanford to provide additional information prior to consideration of initiation <br />proceedings. <br />2. Do not initiate proceedings to consider amendments to the Stanford in Redwood City Precise Plan <br />and accompanying General Plan amendment. <br />8.A. - Page 9 of 12 <br />354
