(Axon) providing for unmanned aerial systems (UAS) (commonly <br />referred to as drones), body-worn cameras (BWC), and related technology systems not classified as <br />military equipment <br />SUMMARY <br />The Redwood Police Department has prepared the Annual Military Equipment Use Report in compliance <br />with Assembly Bill 481 (AB 481) and California Government Code sections 7070-7075. The report outlines <br />the Department’s use, acquisition, training, and oversight of equipment classified as military equipment. <br />Staff recommends acceptance of the report and renewal of the ordinance to ensure continued <br />transparency and authorization. <br />As detailed in Policy 703, Section 703.11 (pages 33–37), the Department’s UAS, including its Drone as First <br />Responder (DFR) program, is classified as military equipment and is included in the report. <br />BWC are not classified as military equipment and are not included in the report. However, both the UAS <br />program and BWC program are part of a broader technology agreement with Axon. <br />Approval of the proposed amendment with Axon will provide five years of support for continued BWC <br />operations and the expansion of UAS, including real-time information capabilities and the acquisition of <br />11 drones, while ensuring compliance with applicable reporting and policy requirements. <br />RECOMMENDATION <br />It is recommended that the City Council: <br />1.
