Page 3 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Seek annual review and renewal of the Ordinance, including City Council determination on <br />whether each type of military equipment identified in the annual military equipment report has <br />complied with the statute’s standards for approval. <br />Make publicly available on the law enforcement agency’s website any proposed or final military <br />equipment use policy for as long as the military equipment is available for use. <br />After receiving the governing body’s approval of the policy, make publicly available an annual <br />military equipment report. <br />Within 30 days of publishing each annual military equipment report, the law enforcement agency <br />must hold at least one “well-publicized and conveniently located community engagement <br />meeting” to allow for public discussion of the report. <br />Since the adoption of Assembly Bill 481, the Police Department has strived to comply with all applicable <br />requirements and meet its reporting and transparency obligations. <br />On March 18, 2026, the Department presented a draft Annual Military Equipment Report to the Police <br />Advisory Committee (PAC) for review and feedback regarding the use of military equipment during the <br />most recent reporting period, and also provided an update on military equipment previously approved <br />for use and purchase. <br />Proposed Contract Amendment with Axon <br />The Redwood City Police Department has a demonstrated history of adopting technology to enhance <br />officer safety, transparency, and operational effectiveness. The Department first deployed TASER devices <br />in 2010 and has continued to modernize its less-lethal tools, most recently transitioning to the TASER 10 <br />platform through Axon in 2025. In 2020, Axon BWC were acquired, reinforcing a commitment to <br />transparency, accountability, and community trust through the documentation of officer interactions. As <br />part of this implementation, the Department adopted Evidence.com, Axon’s cloud-based digital evidence <br />management system, establishing a centralized and secure platform for storing, managing, and sharing <br />digital evidence. Building on this foundation, the Department expanded its use of Axon technologies with <br />the deployment of Axon Fleet in 2022, enabling in-car video capture that seamlessly integrates into the <br />existing Evidence.com platform. In 2025, a DFR program was established utilizing Skydio drones, with <br />captured footage incorporated into the same centralized system to ensure secure storage, efficient <br />evidence management, and secure streamlined sharing across platforms. <br />Collectively, these investments reflect a strategic, multi-year approach to leveraging interconnected <br />technologies that support modern policing, improve transparency, and enhance operational efficiency. As <br />reliance on digital evidence continues to grow, the first amendment to the agreement with Axon provides <br />an opportunity to maintain and enhance these capabilities and extend coverage for the BWC services, <br />which expired on December 31, 2025.
