Page 8 of 13 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Proposed Contract Amendment with Axon <br />The proposed amendment with Axon represents a strategic continuation and expansion of the City’s <br />investment in integrated public safety technology. Building on the Department’s existing BWC and <br />conducted energy device programs, the amendment modernizes core systems while enhancing real-time <br />operational capabilities, data integration, and long-term efficiency. <br />A primary component of the amendment is the expansion of the Department’s UAS program, including <br />the DFR model. Expanding drone capabilities will improve situational awareness, enable faster and more <br />informed decision-making, and reduce risk to both officers and the community. Drones allow personnel <br />to assess incidents prior to engagement, support safer tactical responses, improve efficiency by reducing <br />the need for resource-intensive deployments, and enhance documentation through objective aerial <br />footage. These capabilities are particularly valuable during critical incidents, large-scale events, and <br />emergency response situations. <br />In addition, expanding the Department’s drone inventory addresses current operational limitations <br />related to fleet size, battery duration, and efficient use of available operators. With a limited number of <br />drones and trained personnel, maintaining continuous coverage can be challenging—particularly during <br />extended incidents or when multiple calls for service occur simultaneously. As the City builds operator <br />capacity alongside expanding the fleet, it will be better positioned to support multiple incidents at once <br />and effectively respond to large-scale events requiring sustained aerial coverage. <br />The amendment also advances the Department’s transition toward a more integrated public safety <br />technology ecosystem. The inclusion of the Fusus Pro+ platform establishes a foundation for Real-Time <br />Information Center (RTIC) capabilities by integrating multiple data sources—such as BWC, drone feeds, <br />and other video systems—into a unified operational interface. This improves coordination, enhances <br />situational awareness, and supports more effective incident management. <br />Additional enhancements include airspace monitoring and drone detection technology, which strengthen <br />the Department’s ability to manage unauthorized drone activity and ensure safe operation of its own UAS <br />assets. The agreement also maintains and upgrades the BWC program, including hardware replacement, <br />warranty coverage, and unlimited digital evidence storage.
