The proposed agreement will be executed by utilizing <br />Sourcewell Cooperative Contract #101223-AXN “Public Safety Video Surveillance”. <br />Failure to renew the BWC program would eliminate a critical transparency and evidence collection tool <br />relied upon by officers, prosecutors, and the public. In addition, maintaining multiple independent <br />technology systems through separate vendors would increase operational complexity, reduce <br />interoperability between systems, and result in higher long-term costs. <br />Staff also evaluated alternative drone and aerial technology platforms. The solution proposed through <br />this agreement utilizes American-manufactured, National Defense Authorization Act (NDAA) compliant <br />unmanned aerial systems that meet federal security standards for government use. These systems <br />represent one of the most advanced and thoroughly tested public safety drone platforms currently <br />deployed by law enforcement agencies across the United States. <br />Many lower-cost alternatives available on the market rely on systems produced by foreign manufacturers <br />that do not meet NDAA security standards and have raised cybersecurity and supply chain concerns at the <br />federal level. Selecting an NDAA-compliant platform ensures that the City’s public safety technology <br />infrastructure aligns with federal security guidance and avoids reliance on systems that could present <br />future regulatory, cybersecurity, or operational risks. For these reasons, staff determined that the <br />proposed system provides the most reliable, secure, and future-proof solution for the Department’s DFR <br />capabilities. <br />EQUITY IMPACT STATEMENT <br />The Redwood City Police Department remains committed to fostering equity, inclusion, and transparency <br />in all aspects of public safety, including the use of military and specialized equipment. <br />The technologies included in this agreement with Axon advance the City’s goal of delivering safe, effective <br />public safety services to all community members. BWC enhances accountability during police interactions <br />and strengthens trust across neighborhoods. The expansion of the Department’s UAS program and real- <br />time situational awareness tools improves the ability to respond rapidly to emergencies, locate missing <br />persons, and manage critical incidents. Deployed citywide, these systems benefit the entire community <br />by increasing officer safety, improving response times, and providing accurate information during <br />emergency situations, without targeting or concentrating benefits in any particular demographic or area. <br />9.A. - Page 10 of 197 <br />367
