P a g e | 19Redwood City Police Department <br />2025 <br />Annual Military Equipment Use Report <br />Non-Consumable Military Equipment <br />Drone Update: <br />Current UAS (Unmanned Aerial System) Equipment Owned and Operated by RCPD <br />In June, 2025, the department acquired four patrol-led Skydio X10 drones, which cost approximately <br />$93,636. The department also purchased DJI Avata 2, Neo, and Mini 4 Pro drones, primarily for training <br />and interior flight operations, which cost approximately $11,731.68 including accessories. <br />The Department’s current UAS inventory consists of: <br />4 Skydio X10 (patrol-led) <br />1 Skydio X10 & Dock (DFR) <br />4 DJI Avata 2 <br />2 DJI Neo <br />2 DJI Mini 4 Pro <br />Selection of Skydio as Primary UAS Platform <br />After an extensive evaluation process that included vendor comparisons, training, consultation with <br />industry experts, and review of operational, financial, and regulatory factors, the Department <br />compared proposals from Skydio, Paladin, DroneSense, and Flock Safety for implementation of a <br />tactical and Drone as First Responder (DFR) UAS program. Skydio was determined to provide the most <br />advantageous overall solution based on its fully American-made, NDAA-compliant hardware, <br />integrated LTE capabilities, strong warranty and insurance coverage, domestic manufacturing and <br />support, advanced autonomous flight features, included mapping software, equipment ownership <br />model, and long-term sustainability. <br />2025 Expenses Compared to Anticipated Costs from 2024 Report <br />In 2024, the Department estimated approximately $87,000 to initiate a basic, patrol-led drone <br />program focused on limited tactical deployments. In 2025, that initial phase was implemented at <br />approximately $93,636, which included acquisition of five Skydio X10 patrol drones, supporting <br />equipment, and comprehensive pilot training. The remaining $11,731.68 was for the DJI platforms <br />necessary for indoor operations and training. Over the course of 608 incidents and 1,738 flights, the <br />program demonstrated substantial operational value and became fully integrated into daily policing <br />activities. <br />9.A. - Page 32 of 197 <br />389
