P a g e | 23Redwood City Police Department <br />2025 <br />Annual Military Equipment Use Report <br />These docked systems enable autonomous rooftop launch, rapid response to priority calls, and <br />automatic return-to-dock charging and video upload. Upon mission completion, footage can be <br />uploaded directly into Evidence.com, preserving full chain-of-custody integrity. The expanded <br />network increases aerial coverage, improves response times, permits pilots to maintain overwatch <br />during battery exchanges, and enhances early situational awareness before officers arrive on scene. <br />Interior Tactical Drone Capability – Skydio R10 <br />To enhance interior and confined-space operations, the agreement includes: <br />Six (6) Skydio R10 interior drones <br />These compact drones are designed to operate inside structures, navigate hallways and rooms, and <br />provide real-time two-way audio and video. They allow officers to locate suspects, identify victims, <br />and gather intelligence before making entry, significantly enhancing officer safety and increasing the <br />likelihood of safe, controlled outcomes during high-risk incidents. The two-way audio communications <br />enable enhanced crisis negotiation capabilities, and the drones can be controlled remotely by a <br />teleoperator connected via the cellular network – same as the Skydio X-10 models. <br />Airspace Safety and Counter-UAS Infrastructure <br />The proposal also strengthens airspace monitoring and protection capabilities through Dedrone UAS <br />detection receivers and a roof-mounted radar system. <br />The proposed additions include: <br />Fixed Detect-and-Avoid (DAA) radar technology <br />A mobile drone detection trailer for event-based deployment <br />The DAA radar component enhances safety for Drone as First Responder (DFR) operations by tracking <br />crewed aircraft — including those not broadcasting ADS-B signals — and enabling Beyond Visual Line <br />of Sight (BVLOS) operations up to the FAA’s 400-foot ceiling. This expands the drone’s operational <br />radius while maintaining safe airspace deconfliction. <br />The Dedrone detection system enables identification, classification, and tracking of unauthorized <br />drones and can identify the location of operators in real time. The mobile unit allows flexible <br />deployment at major public events, parades, downtown and port gatherings, and other high- <br />attendance venues. <br />Although this technology is not classified as military equipment, it is included in this proposal because <br />it is offered as part of the bundled UAS service package.
