P a g e | 22Redwood City Police Department <br />2025 <br />Annual Military Equipment Use Report <br />The Department also utilized several DJI drones, most often for training, as well as for a limited <br />number of operational flights. The operational flights used the DJI Avata 2 and Neo platforms <br />primarily. Approximately 200 total flights were flown using DJI drones, of which approximately 40 <br />were operational – primarily for building searches and search warrants. DJI platform flights do not <br />provide the same level of automated logging and tracking capabilities as Skydio systems, which is an <br />additional operational benefit of transitioning to the Skydio R10 interior drone platform in 2026. <br />Planned UAS (Drone) Program Expansion and Related Purchases <br />The proposed expansion of the Department’s Unmanned Aerial System (UAS) program builds upon <br />the existing Drone as First Responder (DFR) pilot program and includes additional interior drone <br />capabilities, airspace safety monitoring, and counter-UAS capabilities. The estimated cost for the UAS <br />program is approximately $240,000 annually over a five-year period. The funding source for this <br />military equipment acquisition, maintenance, and related operational expenses during the calendar <br />year following submission of this Annual Military Equipment Report is anticipated to be provided <br />through the City’s General Fund, subject to City Council approval. <br />This proposed expansion also includes several scheduled hardware refreshes, software support and <br />updates, and repair/replacement plans, however non-covered repair or replacement costs are <br />possible and are estimated to cost no more than $10,000 - 20,000 yearly. <br />These investments are designed to improve response times, increase officer and public safety, and <br />integrate all aerial assets into a unified evidence and real-time operations ecosystem. <br />Drone as First Responder (DFR) Expansion – Skydio X10 <br />The next phase of the DFR program includes expansion of autonomous docked drones positioned <br />strategically throughout the city, along with continued service for patrol-deployed units. <br />The proposed purchases include: <br />Five (5) docked Skydio X10 drones <br />o Hardware purchase for five units <br />o One dock previously donated by the Redwood City Improvement Association, which is <br />the same dock & drone currently in use in the DFR Pilot Program <br />o Service plans for all five units <br />Ongoing service plans for four (5) patrol-deployed Skydio X10 drones already purchased <br />9.A. - Page 35 of 197 <br />392
