Page 6 of 7 <br />7.K.Approve April 2, 2026 City Council Minutes <br />7.L.Approve claims and checks from April 13, 2026 to April 27, 2026 and the usual <br />and necessary payments through April 27, 2026 <br />8.PUBLIC HEARINGS Page 346 <br />8.A.Requests by Stanford Health Care to initiate amendments to the Redwood City <br />General Plan and the Stanford in Redwood City Precise Plan for the Stanford <br />Medicine Cancer Center located at 550 Broadway, 575-585 Broadway, and 1201 <br />Douglas Avenue <br />Recommendation: <br />Adopt a resolution initiating proceedings to consider amendments to the <br />Redwood City General Plan and the Stanford in Redwood City Precise Plan for the <br />Stanford Medicine Cancer Center project. <br />CEQA: <br />The adoption of a Resolution of Intention to allow the study and preparation of <br />an amended Precise Plan and General Plan Amendment is not a project as defined <br />in CEQA Guidelines, Section 15378, because it has no potential for resulting in <br />either a direct or reasonably foreseeable indirect physical change in the <br />environment. If initiated, the proposed project would be subject to <br />environmental review under CEQA. <br />9.STAFF REPORTS Page 358 <br />9.A.Annual Military Equipment Use Report review, renewal of Military Equipment <br />Ordinance, and amendment of agreement with Axon Enterprise, Inc. (Axon) <br />providing for unmanned aerial systems (UAS) (commonly referred to as <br />drones), body-worn cameras (BWC), and related technology systems not <br />classified as military equipment <br />Recommendation: <br />It is recommended that the City Council: <br />1. Review the Annual Military Equipment Use Report for 2025; <br />2. Waive the first reading and introduce the ordinance readopting the Military <br />Equipment Use Policy; and <br />3. Contingent upon adoption of the Military Equipment Use Policy, approve and <br />authorize the City Manager to execute a five-year First Amendment to the <br />Purchase Agreement for Goods, Commodities, and Services with Axon, in an <br />amount not to exceed $3,700,000 over the five-year term, for a revised total <br />contract amount not to exceed $5,919,329, to provide a comprehensive <br />hardware and service package that modernizes and better integrates <br />Department technologies, including replacement and maintenance of BWC, <br />unlimited digital evidence storage and management through Evidence.com, <br />6
