Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: April 13, 2026 <br />SUBJECT <br />Request for authorization to seek Proposition 64 - Public Health and Safety Grant funding for the grant <br />term of July 1, 2025 to December 31, 2031 <br />SUMMARY <br />The Police Department requests City Council approval to retroactively authorize Redwood City’s <br />application for up to $4.5 million in Proposition 64 Public Health and Safety Grant Funding to support <br />efforts to address illegal cannabis activity. The proposed program emphasizes proactive enforcement <br />alongside prevention strategies including youth education, school partnerships, and diversion programs. <br />The grant aligns with the City’s public safety goals and if awarded, the funding will strengthen the City’s <br />ability to regulate cannabis activity and provide positive interventions for at-risk youth. <br />RECOMMENDATION <br />Retroactively approve the City's application for the Proposition 64 Public Health and Safety Grant awarded <br />by the Board of State and Community Corrections (BSCC) to the Redwood City Police Department in the <br />amount of up to $4,500,000 for the grant term of July 1, 2026 to December 31, 2031 and authorize the <br />City Manager or designee to execute all documents necessary to accept and administer the grant if <br />awarded. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />While Redwood City has taken a proactive approach to establishing a regulated cannabis market, <br />enforcement remains necessary to address unlicensed or illegal cannabis activity that may undermine the <br />7.C. - Page 1 of 101 <br />60
