Through this grant opportunity, the City seeks to expand <br />its ability to proactively investigate, monitor, and respond to illicit cannabis-related activities that may <br />impact the community. In addition to enforcement, the Redwood City Police Department (RCPD) remains <br />committed to prevention and youth education by working closely with local schools through the <br />Department’s School Liaison Officer (SLO) program, where officers engage with students, educators, and <br />families to provide education on the impacts of drug use, including cannabis, and promote safe and <br />informed decision-making. RCPD also maintains a longstanding partnership with the Pal Center, an <br />established community-based organization that provides youth mentorship, recreational programming, <br />and early diversion opportunities. Through this collaboration, young people can connect to positive <br />activities and supportive resources that strengthen relationships with law enforcement while reducing <br />the likelihood of youth involvement in drug-related or other harmful behaviors. <br />The proposed project focuses on proactive enforcement and investigative efforts conducted by RCPD <br />officers and investigators. These efforts include inspections and compliance checks of regulated <br />businesses, follow-up investigations, and enforcement operations targeting unlicensed storefronts, <br />unlawful delivery services, illicit cultivation sites, and other illicit cannabis operations. Officers may utilize <br />investigative tools such as surveillance and drone technology systems to identify and document violations <br />of city ordinances and state law. Redwood City also collaborates with regional, state, and federal partners <br />to coordinate enforcement operations, and address organized or cross-jurisdictional illegal activity. <br />Complementing these enforcement strategies, RCPD works with local schools and community partners to <br />support youth engagement and diversion opportunities that provide positive alternatives for youth who <br />may be at risk of involvement in drug-related activity. <br />ANALYSIS <br />The Board of State and Community Corrections released their Request for Proposals on February 13, 2026 <br />and set the application deadline for March 30, 2026. This reduced timeframe limited the Department’s <br />ability to complete the full internal approval process in advance of submission. Despite the shortened <br />timeline, the grant aligns closely with the Department’s ongoing efforts to address illicit cannabis activity <br />through proactive enforcement, regulatory compliance, and youth prevention initiatives described above. <br />The Department is seeking up to $4,500,000 in funding for the grant term of July 1, 2026 to June 30, 2031. <br />An additional six months (July 1, 2031 to December 31, 2031) will be included in the term of the grant <br />agreement for the sole purpose of finalizing and submitting a required Local Evaluation Report and a <br />required audit. If awarded, these funds will support the Redwood City Police Department’s enforcement <br />efforts by enhancing investigative capacity, supporting targeted enforcement operations against illegal <br />cannabis businesses/dealers, and strengthening partnerships with schools and community organizations <br />that provide early intervention and diversion opportunities for local youth. <br />EQUITY IMPACT STATEMENT <br />Impact will be assessed after a trial period, with results communicated in the following location <br />7.C. - Page 2 of 101 <br />61
