Funding will support RCPD <br />in preventing and reducing illegal cannabis activity while enhancing public safety and protecting the <br />community. Enforcement capacity will be strengthened through targeted inspections, investigations, and <br />multi-agency operations, using technology and intelligence to identify trends. Community engagement <br />will focus on schools and local youth organizations, promoting safe practices and implementing early <br />diversion strategies to redirect at-risk youth from illegal cannabis involvement. RCPD will also ensure legal <br />and regulatory compliance, taking administrative and civil actions against noncompliant operators to <br />maintain a safe, regulated cannabis market. <br />Accordingly, no impact on the General Fund is anticipated. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could choose not to accept the grant funding, which would result in the loss of dedicated <br />resources for preventing illegal cannabis activity, supporting public safety, and enhancing youth-focused <br />early diversion and community education programs. <br />ATTACHMENTS <br />Attachment A – Proposition 64 Public Health and Safety Grant Program Request for Proposals <br />Attachment B – Sample Grant Agreement <br />7.C. - Page 3 of 101 <br />62
