<br /> PART I, Page | 1 <br /> <br />IT IS IMPORTANT TO READ THIS ENTIRE RFP DOCUMENT PRIOR <br />TO INITIATING THE APPLICATION PROCESS! <br />Questions About the Grant <br />This Request for Proposal (RFP) provides the necessary information to submit a proposal <br />for the Proposition 64 Public Health and Safety (Prop 64) Grant Program to the Board of <br />State and Community Corrections (BSCC). BSCC staff cannot assist the applicant or its <br />partners with the actual preparation of the proposal. <br /> <br />Technical questions concerning the RFP, the proposal process, or programmatic issues <br />must be submitted by email to: Prop64_Grant4@bscc.ca.gov. BSCC will accept and <br />respond to written questions about this RFP through March 10, 2026. A frequently asked <br />questions and answers (FAQ) document will be posted to the BSCC website and <br />periodically updated through March 20, 2026. <br /> <br />Background and Purpose of the Grant <br />In November of 2016, voters approved Proposition 64, the Control, Regulate and Tax <br />Adult Use of Marijuana Act (AUMA). AUMA legalized the recreational use of marijuana in <br />California for individuals 21 years of age and older. Proposition 64 also provides that a <br />portion of the tax revenue from the cultivation and retail sale of cannabis or cannabis <br />products will be appropriated. Section 34019 of the Revenue and Taxation Code (RTC), <br />relating to cannabis, was amended by Senate Bill No. 141, CH. 18, in June 2025. For <br />administration of funding, the RTC states: <br /> <br />To the Board of State and Community Corrections for making grants to local <br />governments to assist with law enforcement, fire protection, or other local <br />programs addressing public health and safety associated with the implementation <br />of the Control, Regulate and Tax Adult Use of Marijuana Act. A local government <br />shall be eligible for a grant only if it either allows the retail sale of cannabis in <br />storefronts or, for jurisdictions with a population of 10,000 residents or less, allows <br />cannabis delivery in the jurisdiction that serves both medicinal and adult-use <br />consumers. <br /> <br />The Board of State and Community Corrections shall prioritize grant awards for <br />local governments whose grant application includes illicit cannabis enforcement. <br />The board may award grants both competitively and based on a formula to provide <br />consistent and ongoing funding for local governments to implement the programs <br />described in this subparagraph.
