<br /> PART I, Page | 2 <br />BSCC Executive Steering Committee & Scoring Panel Processes <br />The BSCC uses Executive Steering Committees (ESCs) and Scoring Panels to develop <br />grant requirements and evaluate grant proposals. ESCs and Scoring Panels are <br />composed of subject matter experts, community partners, and interested parties <br />representing both the public and private sectors. The BSCC makes every attempt to <br />include diverse representation on ESCs and Scoring Panels, in breadth of experience, <br />geography, and demographics. <br /> <br />The BSCC will use a Scoring Panel process to evaluate Prop 64 Cohort 4 proposals and <br />develop funding recommendations for the Board. The Board may approve, reject, or <br />revise those recommendations. Members of the Scoring Panel are not paid for their time <br />but are reimbursed for travel expenses incurred to attend meetings. If the BSCC is unable <br />to convene a full Scoring Panel, BSCC staff may participate in the rating process. <br /> <br />Conflicts of Interest <br />Existing law prohibits any grantee, subgrantee, partner, or like party who participates on <br />the Prop 64 Scoring Panel from receiving funds from the Prop 64 grants awarded under <br />this RFP. Applicants who are awarded grants under this RFP are responsible for <br />reviewing the Scoring Panel membership roster and ensuring that no grant dollars are <br />passed through to any entity represented by any member of the Scoring Panel. Please <br />check the BSCC Prop 64 home page for updated information on the Scoring Panel. <br /> <br />Funding Information <br />The total funding available through the Cohort 4 RFP is $125 million. All grant funds are <br />contingent on timely deposits made available to the BSCC through the Proposition 64 <br />Initiative (the Control, Regulate and Tax Adult Use of Marijuana Act) via the State and <br />Local Government Law Enforcement Account. <br /> <br />Grant Period <br />Proposals selected for funding will be under agreement from : July 1, 2026, to <br />December 31, 2031. <br /> <br />The agreement includes a 5-year grant project period starting on July 1, 2026, and ending <br />on June 30, 2031. An additional six months (July 1, 2031, to December 31, 2031) will be <br />included in the term of the grant agreement for the sole purpose of finalizing and <br />submitting a required Local Evaluation Report and a required audit (both described later <br />in this RFP). <br /> <br /> <br />7.C. - Page 10 of 101 <br />69
