<br /> PART I, Page | 3 <br />Proposal Due Date & Submission Instructions <br />The Prop 64 Grant Proposal Package is available exclusively through the Submittable <br />online application portal. All proposals must be submitted through Submittable no later <br />than 3:00 p.m. (PST) on March 30, 2026. At 3:00 p.m. (PST), the portal will automatically <br />close and will no longer accept applications. Late submissions will not be considered. <br /> <br />IMPORTANT: Do not wait until the last minute to upload your proposal! The <br />submission process may take a significant amount of time depending on the complexity <br />of the proposal and the number of attachments. Allow ample time to create an account, <br />complete all required fields, and upload all required documents. Even if you have started <br />the proposal submission process prior to 3:00 p.m., unless the entire upload process is <br />complete by 3:00 p.m., your proposal will be disqualified. <br /> <br />Submission Instructions <br />This RFP Instruction Packet contains all the necessary information to successfully <br />complete and submit the Prop 64 Cohort 4 Grant Proposal. <br /> <br />Proposals for the Prop 64 Cohort 4 Grant must be submitted through the BSCC <br />Submittable Application Portal. The BSCC Submittable Application Portal, Prop 64 <br />Grant Application, and all required attachments are available on the BSCC website. <br /> <br />Step 1. From the Prop 64 Grant homepage (https://www.bscc.ca.gov/proposition-64- <br />public-health-safety-grant-program/), the Prop 64 RFP is accessible by clicking the “Click <br />here to Submit; Powered by Submittable” button. <br /> <br />Step 2. You will be prompted to create a free Submittable account and log in (or sign into <br />an existing account) prior to accessing the online RFP. <br /> <br />Step 3. After an account is established, applicants may proceed with the submission <br />process. Applicants will be prompted to complete a series of questions, including the <br />identification of key grant contacts, and a Project Narrative consisting of four sections. <br /> <br />Step 4. As part of the RFP process, applicants will also be required to download and <br />complete the following mandatory attachments, which can be found on the Prop 64 <br />homepage. These include: <br />1. Letter of Eligibility <br />2. Budget Attachment <br />3. Project Work Plan <br />4. Criteria and Assurance for Non-Governmental Organizations that Receive BSCC <br />Grant Funds as a Subcontractor <br />5.
