<br /> PART I, Page | 26 <br />Scoring Panel members will rate an applicant’s response to each Rating Factor on a scale <br />from 0 to 5, according to the Six-Point Rating Scale shown below. Each Rating Factor <br />then will be weighted according to the Percent of Total Value associated with the Rating <br />Factor to arrive at the final Weighted Rating Factor Score. The Weighted Rating Factor <br />Scores are then added together for a Total Score. <br /> <br />The maximum possible proposal score is 200 (not including priority points). <br /> <br />Six Point Rating Scale <br /> <br /> <br />Scoring Threshold/Minimum Score <br />To be considered for funding, a proposal must meet a threshold of 50 percent (70%) of <br />the maximum rating factor score, i.e., a minimum score of 100 total points (before the <br />addition of priority points), to be considered for funding. <br /> <br />Priority Points <br />Revenue and Taxation Code section 34019, subdivision (f)(3)(C), mandates that the <br />“Board of State and Community Corrections shall prioritize grant awards for local <br />governments whose grant application includes illicit cannabis enforcement.” <br /> <br />For the purposes of the Prop 64 Grant Cohort 4 RFP, the BSCC will provide an additional <br />20 points to the final weighted score of an applicant’s proposal, if that applicant budgets <br />a minimum of 70 percent of its total grant fund request for illicit cannabis enforcement <br />activities, under Project Purpose Area 1 (Public Safety/Enforcement). Additional <br />instructions will be provided in the Project Budget Attachment. <br /> <br />An applicant can earn priority points only after the minimum scoring threshold is met. <br /> <br />If awarded Prop 64 Grant Cohort 4 funding, the applicant’s proposed budget will be <br />incorporated by reference into the BSCC Grant Agreement. Therefore, grant recipients <br />who were provided priority points MUST maintain a minimum of 70 percent of its project <br />expenditures on illicit cannabis enforcement activities in order to continue receiving grant - <br />funded reimbursements. <br /> <br /> <br />7.C. - Page 34 of 101 <br />93
