<br /> PART I, Page | 27 <br />BSCC Funding Decisions <br />1. Applicants will first compete for funds within the applicable Applicant Category (1, 2 or <br />3), based on jurisdiction size, according to the table below: <br /> <br /> <br />2. Once the proposals have been scored and ranked, the BSCC will move down the <br />ranked lists to fund all qualified applicants in Categories 1, 2 and 3 until all funds <br />assigned to those categories are exhausted. <br /> <br />3. If a proposal is only partially fundable within Category 1, 2, or 3 due to insufficient <br />funds remaining in that category, that proposal will receive full funding using funds <br />from Category 4. Note: If Category 1, 2, or 3 do not have a sufficient number of <br />qualified applicants to fully expend its allocation, the leftover funds will be added to <br />Category 4. <br /> <br />4. Once any partially funded proposals from Categories 1, 2, or 3 are fully funded, all <br />remaining qualified proposals will be moved to Category 4 and compete for the <br />remaining funds regardless of county size. This ensures that only the highest quality <br />proposals in Categories 1, 2, and 3 are funded. <br /> <br />In the event two proposals have identical proposal scores, the tie will be resolved by <br />evaluating the individual rating factor scores of the two proposals, starting with the highest <br />weighted rating factor (Rating Factor 2, Project Description).
