<br /> PART II, Page | 31 <br /> <br />Section 1: Project Need (Percent of Total Value: 20%) <br />Within this section, address the criteria that defines the Project Need rating factor (see <br />table below) in a cohesive, comprehensive, and concise narrative format. <br /> <br />Project Need: The applicant described a need that is pertinent to the intent of the grant. <br />The elements that comprise this Rating Factor are listed below. Addressing each <br />element does not in itself merit a high rating; although each element is to be addressed <br />(when applicable), it is the quality of the response to each t hat will be evaluated. The <br />response will be evaluated with a single rating based on a scale of 0-5. <br />1.1 Demonstrate how the need(s) are related to the intent of Proposition 64. <br />1.2 Demonstrate how the need(s) are related to the selected Project Purpose <br />Areas. <br />1.3 Describe local service gaps that contribute to the need for the proposed Prop <br />64 project are identified. <br />1.4 Provide relevant local qualitative and/or quantitative data with citations in <br />support of the Prop 64 project need(s). <br />1.5 Describe the process that was used to determine the need(s), including <br />soliciting input from key stakeholders (e.g., community, public, private). <br /> <br /> <br />7.C. - Page 39 of 101 <br />98
