REV: 02-06-26 LF <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will furnish all labor, materials, and equipment necessary to provide Redwood <br />Shores Lagoon Management & Environmental Consulting Services as delineated below. <br />a. Environmental Consulting. <br />Consultant will provide expertise to City staff and represent City, if requested by City, <br />in dealing with regulatory agencies for all matters relating to the management of the <br />Redwood Shores Lagoon system, including compliance with the State Water <br />Resources Control Board’s Statewide General Permit No. CAG990005. <br />Further, Consultant will accompany and participate with City staff at community <br />meetings, as needed. Consultant will also consult and assist in obtaining required <br />permits as necessitated by any proposed activities within the Redwood Shores <br />Lagoon. <br />b. Lagoon Monitoring Events. Lagoon monitoring events will consist of surveys <br />conducted by the Consultant to ensure City has a constant and accurate assessment <br />of lagoon conditions and that all laws and regulations are being followed at all times <br />as the work progresses. Lagoon monitoring events will be conducted concurrently and <br />will include: <br />•Trash and Debris Monitoring - Identify tools and techniques to be utilized. <br />•Plant & Algae Monitoring - Identify tools and techniques to be used. Identify <br />needs for mechanical harvesting, manual harvesting and chemical <br />applications. Identify products to be used, set schedules and advise City of <br />recommended actions. Ensure that all laws and regulations are being <br />followed at all times as the work progresses. <br />•Weekly Work Plan – A weekly work plan must be generated in writing <br />following all Lagoon monitoring events. Reports will detail all findings of <br />debris, trash, plant and algae monitoring with an outline of work to be <br />conducted for the remainder of the week. <br />•City’s desired Lagoon monitoring event schedule is as follows: <br />Spring (Apr-May) = Bi-monthly (4 events); <br />Summer (Jun-Aug) = Weekly (12 events); <br />Fall (Sept-Oct) = Variable (8 events); <br />Contingency = after major storms or during periods of unseasonable <br />weather (4 events).
