<br /> <br />Equipment Type: 40mm Less Lethal Launchers and Kinetic Energy Munitions - CA <br />Gov’t Code §7070(c)(14) <br />Equipment: Defense Technology 40mm Launcher <br />Quantity Owned/Sought: 36 owned Lifespan: Approximately 15 years <br />Equipment Capabilities: The 40mm Less Lethal Launcher is capable of firing 40mm Kinetic <br />Energy Munitions, which are essentially sponge baton projectiles. <br />Manufacturer Product Description: The 40LMTS is a tactical single shot launcher that features <br />an expandable ROGERS Super Stoc and an adjustable integrated Front Grip (IFG) with light <br />rail. The ambidextrous Lateral Sling Mount (LSM) and QD mounting systems allow both a <br />single and two-point sling attachment. The 40LMTS will fire standard 40mm less lethal <br />ammunition, up to 4.8 inches in cartridge length. The Picatinny Rail Mounting System will <br />accept a wide array of enhanced optics/sighting systems. The munition is a Defense <br />Technology eXact iMpact LE 40mm sponge baton round. This is a lightweight, high-speed <br />projectile consisting of a plastic body and sponge nose that is spin stabilized via the <br />incorporated rifling collar and the 40 mm launcher’s rifled barrel. The round utilizes smokeless <br />powder as the propellant, and, therefore, have velocities that are extremely consistent. Used <br />for Crowd Control, Patrol, and Tactical Applications. <br />Purpose/Authorized Uses: The 40mm Less Lethal Launchers and Kinetic Energy Munitions <br />are intended for use as a less lethal use of force options. These are used by both patrol and <br />SWAT Team officers. Each patrol car is equipped with one of these launchers. Approved <br />uses may include, but are not limited to: <br />1. To gain compliance from armed self-destructive, and armed or unarmed dangerous <br />and/or combative individuals to gain compliance. <br />2. Circumstances where a tactical advantage can be obtained. <br />3. Potentially vicious animals. <br />4. Training exercises or approved crowd control situations pursuant to state law. <br />Fiscal Impacts: The initial cost of this equipment was approximately $1,000 each. The <br />ongoing costs for munitions will vary and maintenance is conducted by departmental staff. <br />Legal/Procedural Rules Governing Use: All applicable State, Federal and Local laws <br />governing police use of force. Various Redwood City Polices on Use of Force and Crowd <br />Control. Kinetic energy projectiles and chemical agents for crowd control purposes shall only <br />be deployed by officers who have received POST training for crowd control if the use is <br />objectively reasonable to defend against a threat to life or serious bodily injury to any <br />individual, including an officer, or to bring an objectively dangerous and unlawful situation <br />safely and effectively under control (Penal Code § 13652). <br />Training Required: Officers must complete a department certified 40mm course as well as <br />regular training and qualifications as required by law and policy. <br />Other Notes: None. <br /> <br /> <br />REV: 04-07-26 VR
